Post Jam small hotfix

Finally found some time after the jam to clean things up, here's a small hotfix that patches gameplay bugs:

- Fixed not able to select a different ability when returning a menu from a run

- Fixed high score save data not updating based off fastest run time (When your run timing is faster it will update in your high score in the main menu

- Fixed RTA timer slowing down when time slow ability is used

Additional small feature (09/02/25):

- Added an outline to the neuro ball for better visibility
